PLAN B Overview & Description

Consistent with the Goals of Plan B, Plan B offers to properly handle the forecasted traffic volume AND be ACCOMPLISHED:  

- without compromising the Environment

- without cutting down any of the specimen trees along the roadway

- without “taking” any significant areas from Bidwell Park

- and improve local air quality at the same time without any cost.

- and provide bike lanes throughout the corridor

- and provide safe jogger and pedestrian crossing of Manzanita

- and provide safe equestrian crossing of Manzanita Avenue

- AND  Accomplish all of these things and many more at a cost of less than 20% of  project cost now listed in  the City of Chico Capital Improvement Program.

Plan B proposes to improve the Manzanita within its current 60 Foot Wide right-of-way. Using a 2 lane roadway as recommended in the Chico General Plan for Scenic Roadways, with  roundabouts at the intersections of Manzanita & Hooker Oak Avenues, and at Manzanita & Valombrosa Avenue.

Plan B offers many advantages to the other alternatives, while costing $8 million dollars less than the most expensive alternative. Yet, at Chico General Plan buildout, Plan B gets the average vehicle through this traffic corridor 4 min 39 seconds compared with the 4 min 12 seconds for the $9.3 Million Alternative 2.
